Joomla's dynamic header/footer integrated into vbulletin?

Hi,

I PM-ed Resurepus over @ vB.org and asked him/her if it was possible to add a feature where u can add ur Joomla! dynamic header and footer into vbulletin, I have asked everywhere on how to do this, i.e Joomla forums, vb foums, vb.org forums and some newsgroups and no one has come up with a solution, I have tried this here

But my Host doesnt allow the include ON in php.ini as they feel it would be a security risk, you can see what I mean by my post.

So I would love to have this feature, if at all possible?
